An answer to Spanish Government, expecting European pressure.

Mr. Rajoy, the Spanish President send a formal request to Catalan President about his pro-independence immediate plans.
Last Tuesday Puigdemont suspended the Independence declaration to open a dialogue in order to find a peaceful solution to the conflict. (let's say, a legal Referendum that would be accepted by the Catalans).

Important note: this formal request is the starting point of the activation of article 155 of Spanish Constitution which may allow Rajoy to suspend the Catalan Government.

In Madrid they say that would accept an answer like "No, I didn't declare the Independence" but the answer will not be so short.

Puigdemont will explain the reality: He suspended the declaration of Independence (he suspended but not renounced to it) to start negotiations with Madrid.

What the optimistic Catalans expect? That Europe will push Spain to start the negotiations.
What the pessimistic Catalans expect? That Europe will not push Spain and Rajoy will activate 155 article. Then the citizens will not stay at home, neither the Spanish Police. Will Europe see again the images of last 1st of October?
